Visa and Immigration

Any foreigner who enters the territory of Indonesia must have a valid travel document and entry permit or visa

Some foreigners are not required to apply for a visa for short term visit facilities. Visas are issued to those who visit Indonesia for government work, business, social cultural activities and vacation. The types of visas are categorized as Transit Visa, Limited Stay Visa, and Multiple Entry Visa.

Visitor Visa is granted by the Government of Indonesia only for ‘Non-Work Purposes’ whose activities cover all aspects related to government, tourism, social culture, and business purposes. Visitor visas can be used for a maximum of 60 days, such as:

  1. Diplomatic relations between the Governments of Foreign Countries and the Government of Indonesia
  2. Tourism
  3. Family or social visiting
  4. Journalists with permission from the authorized institute
  5. Making a non-commercial film after obtaining permission from the authorized institute
  6. Giving lectures, information, or attending seminars in social, cultural, or government activities that are not for commercial purposes after obtaining official approval from the Government
  7. Traveling for short training (education, information, business)
  8. Visiting between educational institutions
  9. Participation in non-commercial international exhibitions
  10. Business discussions, such as trade in goods (commodities) and services or production quality control
  11. Participation in meetings or conferences at the central office (department) or representative in Indonesia

A Visa on Arrival can be obtained directly when you land at certain airports and seaports in Indonesia regardless of the purpose of your visit (business, tourist, social). The Visa on Arrival is neither a work visa nor a visitation visa. Therefore, it cannot be converted to obtain other immigration permits. The maximum stay permitted for the visa on arrival is 30 days. If you plan to stay more than 30 days, you will need to notify your intention to stay longer. The Visa on Arrival can be extended for another 30 days. The general requirements for visa on Arrival are:

–       The validity period of the VoA applicant’s passport must be at least 6 (six) months from the date of arrival.
–       Round-trip airfare
–       Fees for Visa on Arrival are:
a. Visa with the duration for staying up to 30 (thirty) days = USD 35
b. Extension for the duration of stay for up to 30 (thirty) days = IDR 300,000

Based on the Presidential Regulation no. 21 of 2016 concerning Visit Visa Exemption dated 2 March 2016, Indonesia has exempted Visas for 169 countries to travel to Indonesia with the following terms and conditions:
1. The exemption of Short Visit Visa is for tourism visits only. Tourism is defined as visiting for recreation, self-exploration, and getting to know local customs in a short period of time.

2. The duration of stay for the exempt Short Visit Visa is a maximum of 30 (thirty) days from the date of arrival.

3. The exempt Short Visit Visa will be issued in the form of a “”tourism visit only”” stamp at the immigration checkpoint.

4. The exempt Short Visit Visa cannot be extended or converted into another type of visa.

5. Foreign nationals from certain countries who wish to visit for purposes other than tourism and/or wish to stay more than 30 (thirty) days may be issued a visa upon arrival with a request or a visa prior to arrival from the Indonesian Embassy abroad.

6. Foreign nationals from certain countries with any violation and/or criminal penalty must apply for a visa prior to arrival through the Indonesian Embassy in their respective countries.

7. The validity period of the passport is at least 6 (six) months from the date of arrival.

Requirements for a Limited Stay Visa for Working Purposes

The Limited Stay Visa (VITAS) is presented to a person who is with working purpose or not, but has other necessary (applicable) business in Indonesia:

a. Work as a skilled worker (expert) in the World Trade Organization (WTO) with a temporary residence permit of 2 (two) years.

Work as an expert employee with a residence permit for 1 (one) year, namely:

1.    Individual cooperation with the Government of Indonesia.
2.    Cooperation of non-governmental organizations with the Government of Indonesia.
3.    Cooperation between foreign private companies and the Government Indonesia.
4.    Joining to work in offshore oil drilling, aboard or on floating equipment, or shipyards operating within the territorial sea, Indonesian archipelago or continental shelf installations, or in the Indonesian Economic Zone Eksklusif (ZEE) with temporary permission.
5.    Serve as a clergyman.
6.    Carry out activities related to the profession by receiving payment, such as: sports (athletes), artists (entertainment), medicine, consultants, lawyers, trades, or other professions that obtain permission from the authorized institutions.
7.    Participate in international commercial exhibitions.
8.    Provide guidance, counseling or information in industrial technology innovations to improve product design quality and marketing (economic) cooperation between foreign governments and Indonesia.
9.    Making commercial films that have received official permission from the authorized institutions.

A Temporary Stay Visa (VITAS) is presented to a person with the intention of not working but having other related necessities (applications) in Indonesia, namely:

1. Foreign investment from outside Indonesia and having a temporary residence permit for period 1 ( one) year.
2. Foreign investment from outside Indonesia and has obtained a temporary residence permit for a period of 2 (two) years.
3. Participate in training and scientific research with permission for a period of 1 (one) year.
4. Participation in educational programs (studying) with a temporary residence permit for a period of 2 (two) years.
5. Unification of the family with a residence permit for a period of 1 (one) year.
6. Repatriation that has obtained approval from the Indonesian government with a residence permit for a period of 1 (one) year.
7. Elderly people who have obtained a residence permit for a period of 1 (one) year.

Visas for multiple visits can be obtained from the Embassy, ​​Consulate General of Indonesia abroad and the Department of Immigration for non-work purposes covering all aspects and related to Government activities, Tourism, Social Culture, and business purposes, within a maximum period of 1 (one) year and each visit does not exceed a period of 60 days.

  1. Diplomatic relations between Governments of Foreign Countries and Indonesia.
  2. Tourism.
  3. Family or Social visits.
  4. Inter-Institutional Education visits.
  5. Short Training (Education, Information, Business).
  6. Business discussions, such as transactions, sale and purchase of commodities (goods) and services or production quality control.
  7. Providing information, lectures or attending non-commercial seminars in Social, Cultural, or Government activities after obtaining official approval from the Government.
  8. Participation in general meetings or conferences at the main or representative office (department) in Indonesia.
Visa and Visa Extensions Fee

Indonesian immigration fees are governed by Government Regulations as stipulated in PP No. 28 of 2019.
The Indonesian Visa on Arrival is valid for 30 days and can be extended for another 30 days. In total, visitors are allowed to stay for as long as 60 continuous days.

Regarding overstay of the 30 days permitted by the Visa on Arrival without extension, a fine of IDR 1,000,000 per day is imposed. Beyond 60 days, the penalty is deportation and being blacklisted in Indonesia.

Several changes were made to visas and immigration procedures due to the New Normal regulations. Referring to Minister of Law and Human Rights Regulation 7/2020 concerning Visas and Procedures for Applying Stay Permits during the Corona Virus Outbreak, Indonesia’s Visa and Stay Permit Policy is currently stated below:

  1. Visa Exemption Policy and Visa On Arrival (VoA) Policy temporarily suspended for all foreigners who have lived in or visited China within 14 days before entering Indonesian territory.
  2. Every foreigner has the right to apply for an Indonesian Visa at the Indonesian Consulate General’s Office in Shanghai by fulfilling the following requirements.

General Requirements:

  1. Valid Passport
  2. Photocopy of passport (ID page)
  3. Photocopy of Chinese Identity Card or Chinese Visa for non-Chinese citizens
  4. Two recent (2 inches) photographs on a white background
  5. Photocopy of accommodation reservation and flight
  6. Employment letter or student status
  7. Invitation letter and photocopy of invitee’s identity (if required)
  8. Visa Approval Letter (Telex) issued by the Directorate General of Immigration (if required)

Additional Requirements:

  1. A written Medical Statement in English issued by an Authorized Health Institution or Hospital in China stating the holder is free from COVID-19.
  2. Applicants must not be in areas infected with CoronaVirus within 14 days prior to the submission date.
  3. A written statement in English is presented regarding the applicant’s consent to be quarantined for 14 days by the Indonesian authorities; or a ticket that proves the holder will transit for 14 days in a third country that is a Coronavirus-free country before entering Indonesia.

Other Information
